杭州出台众创空间管理办法考核不合格将被淘汰 Hangzhou introduced makerspace measures Being unqualified from assessment will be eliminated
创业、创新、众创……当这些时下最热门的词汇碰撞到一起时，众创空间如雨后春笋般涌现，仅杭州就有100多家。为加强对众创空间的管理，近日，杭州市科委和市财政局制定出台了《杭州市众创空间认定和管理办法》(试行)。

To strengthen the management of makerspace, recently, Hangzhou Science and Technology Commissionand the City Department of Finance promulgated the Measures on Recognition and Regulation of Hangzhou City Makerspace (trial implementation).
根据《办法》，申请认定市级众创空间，应具备以下条件：在杭州注册，且运营主体成立并实际运营3个月以上;具有不少于100平方米的办公场所或集中孵化场地，如为租赁场地，租期须在一年以上;设立有一只面向众创空间内创客企业(项目)的创投基金或签约长期合作的基金，额度不低于300万;申请认定时需投资众创空间内创客企业(项目)5家(个)以上，认定后每年投资创客企业(项目)10家(个)以上;拥有至少3名具备1年以上创业投资或创业服务等相关经验的管理人员;企业管理运作规范，有健全的内部财务管理制度;有完善的管理制度等。
According to the Measures, makerspace that apply for city level should own following conditions: being registered in Hangzhou, and the subject has been establishedand actual operatedfor more than 3 months; owning 100 square meters of Office places or concentrated hatch site or rental site withthe rent period of more thanone year; establishingvoted fund or signed long-term cooperation fund thatfacing all creatingenterprises (projects) of makerspace with the limitabove 3 million; investing more than fivecreating enterprises(projects) of makerspace when apply for being recognized and investing more than 10creating enterprises(projects) per year; owning at least 3 managers with more than a-yearexperience of venture capital or service; being normative in enterprise management practice withsound internal financial management and a sound management system and so on.
此外，《办法》中最大亮点是连续两年考核不合格者将被淘汰。据悉，市科委将开展众创空间年度考核。对当年考核不合格的众创空间予以通报并限期整改，暂停享受次年扶持政策;对连续两年考核不合格的予以淘汰，取消市级众创空间资格，三年内不得重新申报。

It is reported that the annual assessment would be carried out by municipal Science and Technology Commission. Makerspace that not qualified in the first year willbe circulated and rectification, and paused to enjoy support policy of the following year; those that unqualified from assessment for successive two years will be eliminated, cancelled the municipal-level public space qualification and cannot declare again in three years.
同时，对于违反财经纪律、骗取专项资金的众创空间、创客企业(项目)、投资机构，，按规定处理，纳入不良信用记录，取消其五年内申报各类科技财政资金资格。
